Commonwealth of Massachusetts

 

FRANKLIN, ss.

 

To the Constable of the Town of Wendell in the County of Franklin.

Greetings:

 

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at Town Hall, in said Town on Wednesday, November 18, 2009 at 7:00 p.m. then and there to act on the following articles:

 

ARTICLE 1: To see if the Town will vote to adopt and amend the following in the Wendell Zoning Bylaws, Article XIII., Wireless Communications Facilities, or take any action thereon:

 

In Section C, Definitions and word usage, in the paragraph defining Personal Wireless Services, delete the phrase “unlicensed wireless services,” and

 

In Section D, add to the list of exempted facilities at the end of the first sentence: “unlicensed wireless broadband receivers and transmitters, consumer wireless routers and laptop computers, home television and internet satellite dishes, and cordless telephones.”

 

ARTICLE 2: To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $9000 to pay for costs associated with the insulation of Town Hall, or take any action thereon.

 

ARTICLE 3: To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $180.00 to pay for a bill of prior year for the Fire Department, or take any action thereon.

 

ARTICLE 4: To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $29.00 to pay for a bill of prior year for the Police Department, or take any action thereon.

 

ARTICLE 5: To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $2100 to pay for costs associated with the two special elections required to fill the vacant U.S. Senate seat, or take any action thereon.

 

ARTICLE 6:  To see if the Town will vote to rescind the votes in Articles 1 and 2 passed at the June 3, 2009 Special Town Meeting, in which a total of $775 was transferred from the Foundation Reserve Account to pay for payroll expenses of prior year, or take any action thereon.

 

ARTICLE 7: To see if the Town will vote to raise & appropriate or transfer from available funds the sum of $775 to pay for payroll expenses of prior year, or take any action thereon.

 

ARTICLE 8: To see if the town will vote to establish an Emergency Management Committee, consisting of five members appointed by the Selectboard for 1 year terms, to assist the Emergency Management Director in planning for and responding to naturally occurring and man-made emergencies or take any action thereon.

 

ARTICLE 9: To see if the Town will vote to adopt the following resolution or take any action thereon:

 

The voters of Wendell hereby recognize the naturally-given right of its citizens to live using little or no manufactured fuels or electricity, reminding all of us that there are safe technologies for living a healthful, fully integrated life in the community that minimize cost and known, harmful environmental impacts.  We urge the effort of Wendell officials in re-establishing that right, limited only by potential endangerment to others.

 

 

ARTICLE 10: To transact any other legal business that may come before said meeting, or take any action thereon.

 

And you are directed to serve this Warrant by posting up attested copies thereof at the Wendell Country Store, Wendell Town Hall, Wendell Town Office Building, Wendell Library, and Wendell Depot Store 14 days at least prior to the time of holding said meeting.

 

Hereof fail not, and make due return of this Warrant with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.
