2008 Annual Report

The five-member board carried a vacancy all year.  Early in 2008, Jim Dunn joined the Planning Board on an appointment by the Select Board.  In April, Jenny Gross left the Board and Patty Smythe joined the Board on an appointment by the Select Board.  Elections confirmed both to seats on the Board.  The Board’s regularly scheduled meetings were on the first and third Tuesday of each month at the Town Offices.   The Board has changed its meeting times and day of the week, refer to postings to confirm the current schedule.  From April  until the close of 2008, the Planning Board consisted of these four members: Heather Reed, Deirdre Cabral, Jim Dunn and Patty Smythe.

 

The Planning Board and Select Board created the Forest Conservation Bylaw & Regulation Advisory Committee to implement the Pelham Hills Forest Conservation Project with the Town of Pelham.  The project is the result of a Smart Growth Technical Assistance Grant and matching funds provided by the communities.  The Committee continued meeting in 2008 continuing to edit the bylaw (now referred to as the Conservation Development bylaw), and Michael Idoine assumed chairmanship of the committee.  Two members of the Planning Board, Heather Reed and Deirdre Cabral participated in the committee.  During 2008, the Wendell Planning Board received briefings on the proposal and a final draft for consideration in early 2009.

 

 

The Planning Board reviewed and approved, with conditions, a guest cabin at 125 Montague Road at the application of Cheri Martinez.

 

Deirdre Cabral attended the annual March 2008 Citizen Planner Training Collaborative.

(CPTC) conference for Planning and Zoning Boards.  Patty Smythe attended a fall CPTC course.

 

The Planning Board reviewed and signed three Approval Not Required (ANR) plans.  The Board reviews ANR plans to determine whether the proposed division contains a lot (or lots) with adequate frontage, proper access and sufficient acreage. 

 

Article XI. Phased Growth Bylaw ended as of June 30, 2008.  It had been drafted with a sunset provision, to end unless renewed with or without modifications at a Town Meeting prior to that date.

 

The Planning Board received an application for a guest cabin special permit at 6 Lockes Village Road, but its hearing was postponed, by agreement, until March 2009.

 

The Planning Board considered a number of issues at its meetings not described within this report.
