TOWN WARRANT Commonwealth of Massachusetts
FRANKLIN, ss.

[In-Person meeting, but see zoom link after warrant for watching remotely]

To the Constable of the Town of Wendell in the County of Franklin,
Greetings,

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of
said Town, qualified to vote in elections and in Town affairs, to meet at the Town Hall in said Town on Wednesday,
December 1, 2021 at 7:00 pm, then and there to act on the following articles:

ARTICLE 1: To see if the Town will vote to transfer $30,000 from the Stabilization Fund to pay for junk removal
and site clean-up at 131 Wendell Depot Road, or take any action thereon.

ARTICLE 2: To see if the Town will vote to appropriate $40,000 from MLP Enterprise Fund retained earnings for
Emergency & Unanticipated Reserve for the MLP Enterprise Fund, in accordance with the provisions of M.G.L.
c.44, sec. 53 F ½, or take any action thereon.

ARTICLE 3: To see if the Town will vote to transfer $30,745 from MLP Enterprise Fund retained earnings to the
Broadband Enterprise Capital Stabilization Fund, in accordance with the provisions of M.G.L. c.44, sec. 53 F ½, or
take any action thereon.

ARTICLE 4: To see if the Town will vote to appropriate $8,728 from MLP Enterprise Fund retained earnings to
reimburse the General Fund for payment of the FY22 debt service on the Broadband Project, in accordance with the
provisions of M.G.L. c.44, sec. 53 F ½, or take any action thereon.

ARTICLE 5: Notwithstanding any other provision of the Zoning Bylaw to the contrary, the Town hereby adopts a
temporary, 11.5 month moratorium to May31, 2022, on the new use of land for large scale and extra-large scale
ground-mounted, non-residential, non-personal, and/or commercial use Solar Electric Installations effective
immediately upon Town vote, provided that such moratorium shall not apply to previously approved specially
permitted projects provided that any such amendment shall not increase the footprint. During the moratorium period,
the Town shall conduct a review of solar bylaws in towns of similar size, undertake a planning process that addresses
the potential impacts of solar electric installations in Wendell, consider the long-term objectives for solar electric
installations and their impact on health, safety, and welfare of Wendell’s citizenry, and to determine how the Town
shall reasonably regulate solar electric installations and, finally, to amend the Article XIV. Solar Electric
Installations accordingly.

ARTICLE 6: Notwithstanding any other provision of the Zoning Bylaw to the contrary, the Town hereby adopts a
temporary, 11.5 month moratorium to May 31, 2022, on the new principal use of land for any commercial battery
storage installations, effective immediately upon Town vote, provided that such moratorium shall not apply to
previously approved specially permitted projects provided that any such amendment shall not increase the footprint.
During the moratorium period, the Town shall conduct a review of battery bylaws in towns of similar size, undertake
a planning process that addresses the potential impacts of large scale battery installations in Wendell, consider the
long-term objectives for battery installations and their impact on health, safety, and welfare of Wendell’s citizenry,

and to determine how the Town shall reasonably regulate battery electric installations and, finally, to create a bylaw
or bylaw revision that shall protect the town of Wendell of impacts of commercial battery storage
installation.


ARTICLE 7: To transact any other legal business that may come before said meeting, or take any action thereon.

And you are directed to serve this Warrant by posting up attested copies thereof at the Wendell Town Office
Building, 14 days at least prior to the time of holding said meeting.
Hereof fail not, and make due return of this Warrant with your doings thereon, to the Town Clerk, at the time and
place of meeting, as aforesaid.
