Meeting Minutes, November 16, 2021

Ward opened the meeting at 6 pm, the first agenda item being a request for a Certificate of Compliance by BSC Group for pole work on Farley Road, WE 325-0048. The old pole has been removed. Ward moved to issue a full Certificate of Compliance, Mary seconded, unanimous.
Mormon Hollow Road culvert replacement, WE 325-0047: Ward recused himself since he did the wetland delineation for the project. Phil DeLorey summarized the issues involved and requested an extension of the Order of Conditions that will expire in January of 2022. The relevant Federal permits have all been extended. Tim moved to extend the Order of Conditions for the Mormon Hollow Road culvert replacement for another three years. Mary seconded and the motion was passed with Ward’s abstention. Mr. DeLorey left the meeting.
Wetlands Protection Bylaw Regulations : Ward made clear that the purpose of the Regulations is to expand on the Bylaw but not to revise or change it. The Commission proceeded to make necessary changes. There is not time to invite public comment before the upcoming Town Meeting, so we will try for the next Town Meeting. The latest version of the Regulations will be posted on the Town Website and announced on the List Serve. There should be copies for the Library and Town Office, with directions to comment to the Conservation Commission E-Mail. Public comments will also be invited at the next Conservation Commission meeting.
Violations at 417 Farley Road: We have not seen any further work on the site or situation. Our contacts at D.E.P. have all left. Matthew Munson, the property owner, came to a previous meeting as requested. The parking area is proposed to be used by climbers, boaters, and fishers. Ward thinks a filing is needed to make the project a permitted activity. Mr. Jeff Squire of Berkshire Design Group could advise the Commission as to how the project could be made to meet the necessary standards. He will contact Mr. Munson next week. We should look at the old mill tailrace near the river, but we need permission to enter the Munson property.
Minutes : Tim moved to approve the minutes of May 11, 2021, Mary seconded, unanimous.

Our next meeting will take place on December 14, 2021. Adam will keep regular hours at the Town Office on Monday and Thursday mornings. Mary, Melinda, and Jenny Caron need final copies of the Fiske Pond Management Plan.
Mary moved to adjourn the current meeting at 7:45 p.m.
