TOWN WARRANT
Commonwealth of Massachusetts
FRANKLIN, ss.
To the Constable of the Town of Wendell in the County of Franklin,
Greetings,
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet on the common in front of the Town Hall in said Town on Saturday, October 16, 2021 at 10 am, then and there to act on the following articles:
ARTICLE 1: To see if the Town will vote to amend Article 4 of the June 2021 Annual Town Meeting by increasing the appropriation by $76,000 from the Stabilization Fund to increase the Highway Dept Expense and to meet such appropriation by transferring from available funds said sum, or take any action thereon in order to pay for emergency repairs to roads damaged by extreme weather between June and August 2021.
ARTICLE 2: To see if the Town will vote to amend Article 4 of the June 2021 Annual Town Meeting by increasing the appropriation by $50,000 to increase the Highway Dept Expense to raise and appropriate from available funds said sum, or take any action thereon in order to pay for emergency repairs to roads damaged by extreme weather between June and August 2021.
ARTICLE 3: To see if the Town will vote to appropriate the sum of $40,000 from MLP Enterprise Fund retained earnings for Emergency & Unanticipated Reserve for the MLP Enterprise Fund, in accordance with the provisions of M.G.L. c.44, sec. 53 F ½, or take any action thereon.
ARTICLE 4: To see if the Town will vote to appropriate the sum of $30,745 from MLP Enterprise Fund retained earnings to the Broadband Enterprise Capital Stabilization Fund, in accordance with the provisions of M.G.L. c.44, sec. 53 F ½, or take any action thereon.
ARTICLE 5: To see if the Town will vote to appropriate the sum of $8,728 from MLP Enterprise Fund retained earnings to reimburse the General Fund for payment of the FY22 debt service on the Broadband Project, in accordance with the provisions of M.G.L. c.44, sec. 53 F ½, or take any action thereon.
ARTICLE 6: To see if the Town will vote to transfer from the Stabilization fund the sum of $97.00 to pay a Bill of Prior Year for a School Committee salary from FY2019, or take any action thereon.
ARTICLE 7: To see if the Town will vote to raise and appropriate the sum of $120 to pay WRATS bills of prior year to Carsons Cans, or take any action thereon.
ARTICLE 8: To see if the Town will vote to raise and appropriate the sum of $198.93 to pay Assessors bills of prior year to WB Mason, or take any action thereon.
ARTICLE 9 To see if the Town will vote to raise and appropriate the sum of $110.00 to pay the Cemetery Commission bills of prior year G & S Lyman Inc., or take any action thereon
ARTICLE 10: To see if the Town will vote to raise and appropriate the sum of $180.56 to pay Town Office bills of prior year to Adams Direct Mail Services, LLC, or take any action thereon.
ARTICLE 11: To see if the Town will vote to raise and appropriate the sum of $2703.56 to pay for Police Radio bills of prior year to FRCOG, or take any action thereon.
ARTICLE 12: To see if the Town will vote to transfer from the Sick Bank Stabilization Fund, established
6/16/2010 pursuant to MGL Chapter 40, Section 5B for the purpose of investing sick leave pay, the sum
of $3,500.00 to pay the Town of Wendell’s share of unused sick leave at time of retirement for Nancy
Aldrich as per contractual arrangement with the Town of New Salem.
ARTICLE 13: To transact any other legal business that may come before said meeting, or take any action thereon.
And you are directed to serve this Warrant by posting up attested copies thereof at the Wendell Town Office Building, 14 days at least prior to the time of holding said meeting.
Hereof fail not, and make due return of this Warrant with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.
