To the Constable of the Town of Wendell in the County of Franklin,

Greetings,


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet in the Town Hall in said Town on Wednesday, October 30, 2019 at 7 pm, then and there to act on the following articles:


ARTICLE 1: To see if the Town will vote to transfer from Stabilization the sum of $78,000 to reduce the tax rate, or take any action thereon.


ARTICLE 2: To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $819.70 to fund the Stabilization Account established 6/16/2010 pursuant to MGL Chapter 40, Section 5B for the purpose of investing sick leave pay for FY2019, or take any action thereon.


ARTICLE 3: To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $563.20 to increase the FY20 salary of the Fire Chief to $26,035.20, or take any action thereon.


ARTICLE 4: To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $126.00 to increase the FY20 salary of the Assistant Tax Collector to $4969, or take any action thereon.


ARTICLE 5: To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $85.22 to pay Highway Department bills of prior year, or take any action thereon.


ARTICLE 6: To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $63.70 to pay a Cemetery Commission bill of prior year, or take any action thereon.


ARTICLE 7: To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $83.67 to pay a Fire Department bill of prior year, or take any action thereon.


ARTICLE 8: To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $5000 to pay for costs associated with hiring a consultant to negotiate PILOT agreements for solar installations, or take any action thereon.


ARTICLE 9: To see if the Town will vote to transfer the sum of $19,278 from the Rehab Loan Payback Account to pay for Town Hall lighting upgrades, or take any action thereon.


ARTICLE 10: To see if the Town will vote to make the following changes to the Zoning Bylaws, or take any action thereon.

Change the Zoning Regulations Use Table, Article VI, Section F so that the Large-Scale Ground-Mounted Solar Electric Installations and the Extra-Large-Scale Ground-Mounted Solar Electric Installations will read:

During the period of the solar moratorium the Town shall undertake a planning process to address the potential impacts of solar electric installations in Wendell, consider the long-term objectives for solar electric installations and their impact on health, safety, and welfare of Wendell’s citizenry, and to determine how the Town shall reasonably regulate solar electric installations and, finally, to amend the Article XIV. Solar Electric Installations accordingly.


ARTICLE 11: To transact any other legal business that may come before said meeting, or take any action thereon.


And you are directed to serve this Warrant by posting up attested copies thereof at the Wendell Town Office Building, 14 days at least prior to the time of holding said meeting.


Hereof fail not, and make due return of this Warrant with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.
